Rule 3
To give notice of offense
(1) A person who knows that any offense has been committed or is being committed or is about to be committed, shall give a written application or verbal notification to the nearest unit of the Nepali Army or the relevant unit as soon as possible, and disclose the following facts as far as possible: It will be: –
(a) the date, time and place where the offense occurred or is occurring or is likely to occur,
(b) Name, address, unit, computer no. of the offender. and Hulia,
(c) Evidence relating to the offence,
(d) Other particulars relating to the offence.
(2) In the event that the notice of offense is given orally, the concerned unit shall disclose all the things said by the person who gave the notice and also the things according to sub-rule (1) in writing, read it to him and keep his signature.
(3) The written application received in accordance with sub-rule (1) or the notice in accordance with sub-rule (2) shall be registered in the register book of his unit and the whistleblower or the person giving the information shall be compensated.
(4) According to sub-rule (3), the relevant unit shall give the notification of the offense received to the nearest Prad Viwak office.
(5) If it appears from the handling of information received in a unit regarding an offense that the offense or the person involved in the offense falls within the jurisdiction of another unit, the receiving unit shall send the information to the concerned unit as soon as possible.
(6) After receiving the information in accordance with this rule, the concerned unit head shall initially investigate and investigate such offence. If there is to be an investigation and investigation regarding the head of the unit, such an investigation and investigation should be done from a higher level.
(6) Notwithstanding anything written in sub-rules (5) and (6), if it appears from the handling of information received in any unit that the offense is related to section 62 of the Act, the unit receiving the information shall send the information to the office of Prad Viwak.
